Cotton was part of a rescue from an extreme case of animal abuse and neglect here in Jackson County, Oregon. Thanks to a caller who reported the abuse, the Jackson County Animal Services, dedicated Oregon Humane staff and volunteers, one special adopter, and many more people, Cotton’s life transformed.
